Bill Bilenky served for eight years as General Counsel of the Florida Public Service Commission and handled over 65 appeals to the Florida Supreme Court and the District Courts of Appeal.  He was lead draftsman and policy advisor for the Commission’s participation in the legislative “Sunset Review” of the Commission’s regulatory authority.

He also served for twelve years as the General Counsel for the Southwest Florida Water Management District overseeing the District’s water use and environmental resource permitting, cooperative funding programs and many environmental restoration projects including the Sawgrass Lake gun club contamination restoration.

Before joining the District, Bill was in private practice in Richmond, Virginia and was retained as Special Counsel to the Virginia Attorney General for utility and insurance regulatory matters serving as lead counsel in administrative proceedings on gas and electric rate and service filings. He was lead counsel on three electric transmission line siting cases and served as counsel to the Old Dominion Electric Cooperative in the siting proceeding for its new coal-fired generating facilities in Clover, Virginia.

He started his career as a research assistant to a judge in the First District Court of Appeal in Tallahassee and later to a justice of the Florida Supreme Court.

Bill holds a bachelor’s degree in industrial engineering from Cornell University, a master’s degree in business administration from Florida State University and a juris doctorate from the University of Florida.

Florida Public Service Commission: Mr. Bilenky served for eight years as General Counsel of the Florida Public Service Commission and handled over 65 appeals to the Florida Supreme Court and the District Courts of Appeal. He was responsible for the legal oversight of the Commission’s jurisdiction over gas transmission safety authority and the Natural Gas Transmission Pipeline Intrastate Regulatory Act.

Supreme Court: He prepared the jurisdictional and brief on merits in the successful prosecution of a decision concerning telecommunications regulatory issues to the United States Supreme Court in Louisiana PSC v. F.C.C.; California and PUC v. F.C.C.; PUC of Ohio v. F.C.C.; Florida PSC, v. F.C.C., 476 U.S. 355, 74 P.U.R.4th 1, 106 S.Ct. 1890, 90 L.Ed.2d 369 (1986)
  2. Florida Supreme Court: South Florida Natural Gas Co. v. Public Service Comm., 534 So. 2d 695 (Fla. 1988) in which the evidence that the rates failed to compensate the utility for its prudently incurred expenses and failed to produce a reasonable return on its investment.
  3. Florida First District Court of Appeal: Lead counsel in the case of Southwest Florida Water Management District v. Save the Manatee Club, Inc., 773 So. 2d 594 (Fl. 1st DCA 2000), a landmark Florida rulemaking decision.
  4.
